Those things signal less congestion to me.... Not more Ride sharing generates congestion because the cars are out driving around looking for rides or on the way to pick up a passenger. It's never been studied and that hill might be an issue, although it was there when the previous streetcar system was in place. bspecht, do people with scooters do a pretty good job of staying off sidewalks in DC? There, at least they have bike lanes and enough cyclists that cars know to keep an eye out.

In Atlanta, it seems like these are way more heavily utilized than bike share. Of course, the south is waaayy to hot in the summer for physical activity of any kind.
