You are right. 4th Street east of Grand has in fact been vacated by the city. It is no longer under public control. Since they're now in private ownership someone needs to buy up all the properties along that corridor and create a village. 300 units of housing and a retail pedestrian mall sounds good.

The city has considered development of the three lots at 5th and Main for a couple of years. The SE and SW corners would be apartments and some retail along 5th with their own parking needs served within. You also have to pay to play, but the Urban Core Group has been providing adult field trips for many, many years. http://kcurbancoregroup.com/ At one time they were a 'free' gathering that introduced people to downtown properties, businesses and developments of interest.
