Not in the city's bank account, and that's the number one reason I say it should at the very least be put off until we have a bigger tax base.I'm seeing more pluses than minuses.

If it was a competition, the cards were stacked in JoCo's favor, thanks in no small part to the feds.I see it as JoCo and KCMO competed, which JoCo was apparently better at.
