Unfortunately, security in the US is often staffed by out of shape people with hip problems, asthma or some other chronic condition that limits their physical movement. And then one of the youth's parents would sue because someone touched their kid in an attempt to break something up.

I studied in Besancon in the 90s and they had an incredible BRT system that was supposedly one of the most robust in the country. Halls is in even worse shape than Dillard's, and continues to have zero online presence. If they were to close their Crown Center location (which I doubt they'll do since Hallmark traffic is still such a huge driver of traffic and sales) for a Plaza location and figure out online sales then it might...
