I think you are still missing Toss and Staubio's point - I think they are saying use the excessive surface lots in the xroads (many Star owned) for new residential construction - not streetfront retail. Residential can't be sold/leased fast enough down there right now and the more people - the less...

I'm pretty sure they did that on purpose. They took the wind out of any potential outrage before it could get started. I guess the only potential brightside would be if the Star turns loose some of their further away lots for development (like the giant on the West side of Soho South). Â
