However, people will increasingly buy online, unless there is a unique experience or it is dense enough to make it more convenient. The elaborate architecture would be reserved for a strictly defined part of the plaza. A “spanish quarter” as someone described earlier. Everything surrounding that specific area could be in whatever style

Spanish Revival doesn't have to be limited to only a few stories. The trick is giving the structure an interesting roofline, with towers and such. Mission Inn, Riverside, California. Constructed between 1902-1932. To me this looks perfectly in-line with the Plaza https://live.staticflickr.com/923/28...

And not just any 19th century historic district. It would've been punctuated with two excellent Burnham and Root designs. You can see both in this shot

I think it would be nice to completely cover the backside of the power and light building. The original architects obviously wanted it covered, or else they would’ve made it more decorated

I say demolish as many garage structures as possible and replace with actual development. A specific thing I would do if I was in control is get rid of the plaza bowl zoning and allow high rises in the core of the plaza. This is probably controversial, but I'd make all new construction in the middle...
