He's said as much. I would expect this council to hire an outsider -- although they may be a local person, just not inside city hall.

The resolution passed is about finding money within existing resources, not creating new resources. The city can't simply establish a new tax anyway- it would have to be voted on. Actually, there is another 1/8-cent sales tax authorization for public transportation that hasn't been put before voter...

I would hope that the focus would be on bus* service -- maybe MAX for the SmartMoves corridors -- due to the goal of connecting more people to jobs. The focus is -- and should remain -- on more operational funding. Capital and bond interest will eat up all of the local money, when we really just need to focus on improving job access and coverage as much as possible.
