Why not move the Steamboat Arabia to the site of the old city wharf at the foot of Main? Tie it into a restaurant/bar development on the waterfront with a steamboat replica for evening cruises. I think that buildings would be required to sit above the designated flood plan which is something like 50 or 60 feet of river depth.
