If we can get a concrete confirmation that the addition of this loop cap would reduce closures of Grand, I'd be more amenable to converting Walnut to a pedestrian and bike-only path through the park (and maybe farther). I have not heard this and will not believe it until it is codified in ordinance...

The Baltimore ROW is slightly wider south of 14th and offset slightly to the west, shifting the building wall to the west south of 14th. You can see it in the city parcel viewer.

I'd think even making Main a one-way NB street to couple with Delaware would help circulation. Put a right-in, right-out entrance to the garage mid block between 5th Street and "4th Street". Then make both intersections at 3rd and 5th right-in, right-out as well and you avoid queues in front of the ...

PVP and other super blocks along the hill are big psychological barriers. If it was contiguous city all the way through I'm sure it would be a lot more popular. They already had to break out bedrock on the Wyandotte side to fit in the current footprint. Baltimore was probably set where it is vertically back in the day because it was close to the toe of the natural slope that Wyandotte rides the crest of.
