“Thug” is absolutely a racist dog whistle. Anyone being honest knows what they see and think of when they hear that term. The governor knows his audience and who he tries to appeal to.

The US has one of the highest incarceration rates in the world. The idea that all of this is solved by prison is lazy at best.

They absolutely should focus on the people that are actively being displaced. Why would they not focus on their own members’ communities?
