Two good reasons:

The lagoon is in Africa and the aquarium is going to be an “all world” exhibit as I understand.

The former “Valley” area being developed ties in the Africa (elephants) section and the main original area of the zoo.

The area between the Red Barn Children’s area and Australia (the site of the old Ape House) is slated to be a Predator Canyon exhibit.
