I-70 suffers from chronic lack of investment that MO's failure to raise the gas tax is a symptom of. Use the surplus to widen it sure, but also upgrade and improve the River Runner to make it more usable and affordable for a weekend trip. Seems like a good sell - widen lanes results in more traffic...
