I-35, I-70, and US 71 all need to go, but US 71 might be the most ideal recipient of the grant just because it will probably be the most expensive due to the length. Does the city still own that little section of walnut street north of second street? without moving the electrical substations, the only other car entrance available for that parcel would be on grand right where the streetcar line to the riverfront will be.
