flyingember is correct. The fatal flaw in this development was not including more residential above the store buildings, and around the edges. The location was a bad choice for such a retail endeavor since it's limited in how you can add residential around it, and connections to neighborhoods. This ...

I recall hearing that the cost of maintaining and lighting the historic neon roof sign adds to costs as well. That's why I don't think the sign is on all the time.
