I hope it isn’t a total ban. There is a space for STRs. Of course they should be taxed accordingly and there should be a way for neighborhoods to file complaints against problem ones

This was a topic of discussion at the Union Hill neighborhood association meeting; Eric Bunch stopped by to discuss a number of items, but this took up the majority of his time.

- There should be a ballot question in April around taxation of STRs; while the exact verbiage isn't set yet, the intent for the tax rate to be a similar rate as hotel rooms.
- Currently, all licensing and enforcement is being done through the Planning department; the enforcement portion is moving to the Neighborhood Services department and the licensing piece will be updated to require a business license as part of STR applications going forward.
- The city is not pushing for outright bans or leaning on Airbnb/VRBO/etc. very hard to remove unlicensed STRs due to concerns regarding state-level preemption of local-level regulations.
- There has been some initial talks with the major platforms about stricter requirements for listings going forward once some or all of these changes are in place, however.

Does that mean more funding for enforcement?

A "yes" to more funding for enforcement as part of some/all of these changes was implied, but wasn't outright stated.

(Also, while we had a one-page handout about the two licensed properties and one unlicensed property in Union Hill, the Southmoreland neighborhood has been compiling dossiers to present to the city about the unlicensed STRs there.)

YES! Because who doesn't have any neighbors who ever do anything remotely as bad as what occurs at short term rentals.

FYI.. Airbnb bans parties. Just so you know.

If you aren't complaining about your next door neighbors being less than perfect, then you have no grounds to complain about a short term rental property doing less, or the same.

This wound up being Questions 2 and 3 on the April ballot.

Question 2: Shall the City of Kansas City impose a Transient Boarding and Accommodation Tax of seven and one-half percent (7.5%) to all lodging establishments, including short-term rentals, not otherwise subject to the City’s Convention and Tourism Tax?

Question 3: Shall the City be authorized to impose the following license fee for the purpose of funding convention and tourism activities:

Up to an additional $1.50 per occupied sleeping room per day on all hotels, motels and tourist courts, with such fees being in addition to the existing $1.50 occupancy fee on hotels and motels for a combined fee of $3.00 per occupied sleeping room per day also to be applied to all short-term rentals conducting business within the City?

A new ordinance has been implemented in KCK/Wyandotte County, requiring short-term rental property owners to register with the Unified Government, obtain a permit, and follow specific rules. A review is planned after a year to assess potential changes.
