Didn't a concept image some time ago slip out with a "W" hotel sign on it? We had a large hotel confirmation, it's under construction right now and it didn't speed up the process.

Yes, a few renderings were produced with the W Hotel logo. When a tenant is interested is when they start negotiations. It could take months or years to get from interest to being ready to finalize the design. There's no assurance having a tenant means a project is a go. I really think this will be an office tower. The market is starting to change. I think Strata will be fully leased way before its even open. Businesses are kind of like sheep in that way, they want to follow the crowd to the most prestigious location. That’s why we have all the new banks now in the Crossroads.

When the council blocks a development and submarines on a longstanding, legally binding contract that they have with a developer... Then the developer loses all interest in pursing development in that area. Developers aren't here to play politics. They're here to build and make money. Renegade on a contract you already have with one and this is what happens. Blame the council as it should be blamed. True. The council needs to get out of the way and keep personal agendas from retarding everyday normal progress which ultimately results in nothing but good. You cannot hold up developers who have legitimate plans because you think you have a right to take a stand for some personal beliefs. You are not benefiting anyone. Councils job is to review plans and make sure the project is sustainable and legit and should get on with the next order of business. Cities that are booming do not play those stupid games.

I would like to see the council largely out of the project approval game except for publicly funded ones. Take the politics out of projects.
The council should be defining standards for projects.
All project the professional city staff reviews the project like today. If a project meets the standards it's automatically approved, including incentives. Otherwise it then goes to a small citizen committee (3-5 people) that works under the defined rules. And don't have *one* committee, have one per council district. This group can choose to send something for council approval or approve the changes to the project.
Then whenever an exception goes up for council approval code should be structured so the council can approve (or not) the exception and also put this exception onto a list for auto-approval or auto-denial at the same time. To have it's own amendment system designed in.
