3rd & Grand to be redeveloped as TOD

Dick Jarrold, vice president of regional planning and development at the KCATA, said the authority has owned the land since 2001 and currently uses it as a park-and-ride station for Metro Area Express and Metro buses that end near the intersection. Inter-city bus service Megabus also uses the lot as a departure point. Jarrold said the location is unique, and ideally suited for transit-oriented development, because of its proximity to the under-construction 2.2-mile streetcar line and Jackson County's preference to use the intersection for a terminus of its proposed commuter rail plan.

they've narrowed the proposals from five to three. hopefully they'll announce a winner soon so the building can begin.

Will be interesting to see what kinds of developments. KCATA apparently left door wide open to any kind of development. Would like to see lower level as an open air indoor station with retail, garage above (underground ideal but costlier) and residential above that.

So basically much like the Commerce building in the 800 block of Main?

KCATA heard the final three proposals yesterday. all are mixed-use, but to varying degrees.

a development agreement with briarcliff is expected to be approved in january.

A transportation hub would serve passengers of local bus lines, the new streetcar system and a future commuter rail line. A 600-stall parking garage would be used by office employees and by the public at nights and on weekends.

The ATA also would reap a small financial boost from its agreement with Briarcliff, which would pay a lease the property starting at $137,500 a year. The ATA could use the funds to improve transit service and to pursue redevelopment of other parcels of land it controls.

Also, the ATA’s headquarters and about 40 employees could relocate in one of the new office buildings.

Getting more office space in RM area makes long term sense as it would generate more foot traffic for City Market weekdays but in the near term office vacancy is still fairly high downtown (~19%), even Class A. Hopefully a new building it will attract some moves to downtown but there is still plenty of Class A space.

As far as 600 parking spaces, it makes good sense since it's still a Park&Ride location for MAX and as well as streetcar - has its place after office hours. Major downtown events can point to that P&R, but will it be free/cheap parking after hours?

I hope the kcata keeps it as a selling point for transit usage and keeps it free, or it's absurdly cheap for all day coverage
if it costs, there's no reason a bus pass couldn't be used to validate parking some how

EVERY office development downtown will be about parking. it's the highest demand user. does it need to be 600 spaces? probably not. 500 spaces are being built for 2nd and delaware.

if it is built, it should definitely not be free to use (especially for the office users). here's why:

on-street parking in this area should also not be free as demand increases.

A couple jobs back I was in one of the few shared use downtown garages.

It wasn't free for anyone, the company paid for every spot. I didn't, it was basically part of my benefits.
We validated every vendor that used it and paid for their bill.

After hours it became used by residents above us.

That should be the model, the property owner sells spaces and they know what times they need them so they can double up use based on time of day.

Also, 600 spots for 200,000 square feet is already on the low side. That same job as mentioned was in 30,000 square feet. We had the capacity for 150 people. This development could hold 1000+ workers in theory.
