Probably exploration boring for foundation engineering. Don't see any of the other equipment or materials one would expect if they were ready to pour.

There's what looks like a survey stake visible even from this far away, so it's probably been surveyed and this is prep for foundation work, like where the main support columns will go.

Should be starting soon. They'll close the sidewalk on 5th Street, so the pedestrian accommodation will just be on 4th.
