you'd need to be elected by a district that just voted 70% to move forward.

There are many actions he could take that wouldn't involve malfeasance. Just voting no, ask many questions, question decisions made by others, and the list goes on. board membership and purposefully trying to tank a project is financial malfeasance. I can't imaging he could possibly get away with that. surely he know how many controls against these kinds of efforts are in place in the post Arthur Anderson world.
