Most of those cities are very liberal. So, it makes sense to me that the most liberal cities would also try to be the most green.
KC is the way to be!

Yes Kansas City is one of the 30 or so cities that require a LEED certification on all NC (New Construction) projects. I believe it must be silver level, with gold and platinum being the only ratings higher. They are looking to implement a requirement for EB (Existing Building) but I am not sure where they are with it at this time.

KMBC Channel 9 News reported tonight that cars are the most recycled things Americans use. About 95 percent of all cars are recyled when they are no longer useable. That beats other common items like newspapers and water bottles.
