Not sure of the ins and outs of election laws, but it could be possible for the chef to vote without commiting fraud.  Much like a college student away from home.  Can be registered at home or at college, just not suppose to be registered at both places at the same time.  Same goes for a worker on a temporary job assignment that can go on and on.
As long as there is a valid so-called home residence in the jurisdiction.

I voted no less than 20 times for blue M&Ms.  My purple-supporting little brother still hasn't forgiven me for this vote fraud, convinced I swayed the vote.
