i'm told the residents haven't been allowed to come back yet and are being put up in hotels all over town, as far away as OP.

That’s awful for the people there. Is it normal for places to not require rental insurance?

I had apartments for years without rental insurance.

lot of large landlords have boilerplate lease provisions "requiring" renters insurance but never do anything to make sure you have it (like require a COI). i assume an awful lot of tenants don't review all the terms of a 15+ page lease very carefully.

Every place I’ve lived at in recent memory has required me to show proof of insurance prior to move in and be listed as an interested party so they’d know if you cancel.
I’m sure it’s not the hardest thing to get around, but just surprised me to read.
