Scooters are in Memphis, Milwaukee, St. Louis, San Antonio, etc... There's no reason Kansas City can't have them now.

A lot of people were questioning dockless before winter in DC – nothing notable happened, if weather got too bad they were taken off the streets.

I do see myself more likely to use them than bikeshare (not the most confident biker)...but I would assume they could go on the sidewalks

Probably not, but with little enforcement you'd see it just like people riding their bikes on the sidewalk (and the wrong way on streets).

bikes on the sidewalks is a) confusing as the law provides for people to ride on sidewalks outside of "business centers" and b) seem way more offensive to me as a walker as they are bigger/heavier and go much faster than I'm assuming these scooters go?

Not saying any of that is right or wrong, just my impressions.

we shouldn't worry about them on the sidewalks here, we have enough non-ADA compliant corners, we won't be able to travel far

Scooter mania is in full force in SF. KC a will struggle to keep them off the sidewalks bc there aren’t enough protected bike lanes and there isn’t too much foot traffic. That said, the introduction of scooters will help drive the sense of urgency for more non-car infrastructure.
