Those mannequins look like they came from a Ron Magee drag theatre show. Amusing and creative!
So the information kiosks that are coming with the Cisco Smart City project should help.
But would love to see this satire turned into reality and Downtown KC gets on this wave using these two mannequin guides (specifically those two) all over downtown with signs pointing to or in front of locations, and the quadriplegic chick making snarky quips. Go for it Fang. If you start a kickstarter drive, I'll contribute.

There are certain legal liabilities with regards to private signs encroaching into public ROW airspace. There are cases in the past of items falling off signs and hurting someone walking below. For many decades, signage in general and especially signage extending from the façade of a building into a right-of-way has been a hard row to hoe.
Ordinances, regulation, limitation, fees, submittals, reviews and rejection are all part of the norm. Basically you have to put aside a bankroll and then lawyer up in order to gain an encroachment ordinance in order to get a sign over the sidewalk.
Currently a bit more flexible, meaning they might consider it.
Yes, there are some hoops to jump through but the intentions are not to hurt a business but to protect the public.

FWIW, I noticed a few men in hard hats coming in and out of the building owned by the Church of Scientology at 18th and Grand this morning. It is probably nothing, and there have been no permits issued, but am hopeful that the church is looking to sell or reno the building.

Anybody notice the abandoned building next to the Bartle conference center at 14th and Wyandotte (SE corner) has had some movement? Almost looks like pre demo stuff (windows removed, etc)
