It's just stupidity all around. European cities have businesses in alleys and narrow passages where vehicles can't enter.

Yea, why do they need to make U-turns? Can't they just go around the block?

That's Elfreth's Alley. It'd fit right in KC - the end of the block is wedged against a freeway wall. The whole Alley's a couple hundred feet long. http://en.wikipedia.org/wiki/Elfreth%27s_Alley

Not sure if there's enough clearance for emergency vehicles. Probably, but it's the exception not the rule.
