No, that's why they joined with AECOM. What they want to do is kick out edgemoor, and then start negotiations with AECOM as runner up, who has already picked up burns and mac.

...which would likely immediately prompt a lawsuit by Edgemoor, and rightfully so. It would also significantly delay opening of the airport.

Schulte and James have been pretty clear that booting Edgemoor restarts the procurement process. It's not as easy as walking away from one deal and negotiating another.

I have a feeling that they’ve already set this up to barely pass. I think all want it to pass and avoid the bad perception of incompetency and mismanagement but want to make it look like they’re fight for their constituents. Those needing the political cover can vote no but not hold up progress. Just a guess. Games.
