Scooters are in Memphis, Milwaukee, St. Louis, San Antonio, etc... There's no reason Kansas City can't have them now.
A lot of people were questioning dockless before winter in DC – nothing notable happened, if weather got too bad they were taken off the streets.

I do see myself more likely to use them than bikeshare (not the most confident biker)...but I would assume they could go on the sidewalks

bikes on the sidewalks is a) confusing as the law provides for people to ride on sidewalks outside of "business centers" and b) seem way more offensive to me as a walker as they are bigger/heavier and go much faster than I'm assuming these scooters go?

KC code is designed with the expectation that scooter riders (like bike riders) will use the sidewalk.
