Having a death penalty doesn't stop people from killing other people. And how many people come to a complete stop when there is a stop sign or when making a right turn on red? Do people really think signs like this will make that much difference? Even seen people on bicycles fly through red lights and stop signs when it appears the coast is clear.

No, we're not enforcing the laws we have and signs won't fix that.
Having death penalty doesn't stop murders, enforcement and modern inspection tech does. You stop some people from committing more murders and someone who might be thinking about killing someone from committing any if you will be caught and put to death.
In the same way signs don't stop the traffic problem, enforcement and modern road designs would. Don't put signs in, make the road skinnier so people go slower, provide shorter crossing distances so peds cross quicker and cars wait less and increase enforcement.
Just putting a sign up is a waste of money.

A sign stating $300 fine would certainly draw attention, but the (non-stoplight) crosswalks themselves need to be loudly marked.
I recall driving down Santa Monica Blvd in LA years ago and the car in front of me came to a screeching halt. It's a fairly wide road and someone on other side of street stepped into crosswalk. There was a yield to pedestrian sign stating $300 fine, though $ fine not posted for very many other crosswalks - might just be ones that have had problems with pedestrian accidents. And other cities have high fines posted for causing gridlock in intersections as well, which KC needs to do for a few problem intersections.
