Unfortunately I think this explains the lack of demand for a number of routes in this city at ALL operating times. There's just not enough frequency to make public transit in KC viable outside of desperation or an affinity for transit. I really hope Ride KC keeps late hours for MAX routes. Many lines run often and are busy during peak times, including MAX. Off peak hours are the challenge.
