let's you have $10 million total to make changes on KCMO city streets today. Your goal is to maximize the changes you could make to get the most impact on as broad an area with improvements for as many modes as possible. Assume that nothing is off limits. You don't need to replace anything you remove if you don't want to. While the goal is to support many modes you can pick those modes of travel.
what would you do and where would you do it?
for comparison purposes
The Grand bike lane repainting for 1.5 miles is $900,000.
A sidewalk, curb cut and curb, at city rates is around $6500 for one home worth. Call if
streetcar track and stops is approx. $40 million per mile
Use $25,000 per mile for flex post protected bike lanes
Call a streetscape change like 20th $750,000 per block

Re: One block of improvement?
looks like approx. $4000 per space to install
removal, one demo/rebuild to a landscaped area project in Portland a decade ago was $3.80 per square foot. So go with $8/square foot today since construction costs did skyrocket.
for comparison, the lot at the Corrigan Building on main is approx 16500 square feet. So to change it would be approx. $130,000
