Statewide transportation sales tax coming in 2014

- created by constitutional amendment that dedicates the money to transportation and prevents lawmakers from using it for any other purpose
- tax won't be levied on groceries, medicine, or (ironically) fuel
- project list published before the vote
- annual reports on the progress in completing those projects
- may include transit/amtrak, but not sure
- makes toll roads illegal
- 10-year sunset
- would raise about $8 billion

10% goes to cities and counties. The rest remains with the state. Sounds like a highway bill.

if they can use it for things other than roads -- which will be a requirement for KC and STL -- i'm calling that a win. that'd be $800 million, right? compared to ZERO today.

True, good point. I'm too cynical to think that any of that money won't go to asphalt.

i think, at minimum, KC gets a boost for the regional rail plan or streetcar phase 2 and st. louis gets a light rail extension. maybe a third amtrak round-trip for the rurals?

So this would be in addition to a county sales tax proposal, correct?

correct. of course, that is going on the ballot in august 2013 (and polling well) while this would be november 2014 (haven't heard statewide polling, but it wasn't good a few years back... hence the "project list" to dangle carrots in front of every constituency).

This is just too many sales taxes. It's going to be 15% at restaurants in some areas if everything passes.

i++

There needs to be a 5-10 cent additional tax for fuel, not a 1 cent tax for almost everything else. MO has the second lowest gas tax in country. Just raise the fuel tax.

Wow, this isn't a road tax.

The word multimodal is very specifically entered into the text. That's huge.
So now it's all about getting the most for the money which makes the previous post notable for it's importance.
The remaining sales and use tax proceeds (90%) shall be deposited into a newly created trust fund known as the "Transportation Sales Tax Fund". Moneys in the Transportation Sales Tax Fund may be expended by the commission for state highway system purposes or for state transportation system purposes and uses (multimodal).
Locally it's the same
The sales and use tax proceeds distributed to the counties may be used for local highways and brides, state highway system purposes, or for county transportation system purposes (multimodal).
In a similar manner, five percent of the sales and use tax proceeds shall be deposited into the Municipal Aid Transportation Fund, which is created in the state treasury by the resolution. Moneys in the newly created fund shall be distributed to the various Missouri cities, towns and villages in a manner similar to how motor fuel tax proceeds are distributed to such political subdivisions. The sales and use tax proceeds distributed to the cities, towns, and villages may be used for local roads and streets, state highway system purposes and uses, or for city transportation system purposes (multimodal).

the bill passed in the senate. the house takes it up after break. have heard polling is beyond 50%, but not that strong. they'll need to do some selling to win.

88% to MoDOT. remember the listening sessions? it was loud and clear that urban priorities were multimodal. it's possible -- though not at all required -- that MoDOT could spend some of their portion on multimodal projects (amtrak expansion is a good example).
