If an employee is addled or otherwise compromised by the use of narcotic substances, it will show in his/her work. Then, and only then, is it any business of his/her employer to make demands about his/her personal life. That's what logic and common sense say on the matter. However, I am fairly certain there is government money involved in the decision-making process, turning legitimate businesses into busybodies.
Employers enjoy local, state, and federal tax benefits for operating "drug-free workplaces," don't they? Eliminating that benefit would have a great impact-- possibly greater than the decriminalization of currently illicit narcotics.

In my experience it's been insurance company underwriting which has driven the issue. We've been pressured for years to do it, luckily we work for a socialist.

If you have any sort of government contract, you have to do testing.
