Proposal to turn 14th/Main into 24hour corner

With AMC's late night restaurant and the idea of doing 2AM movies, as well as the 24hour diner going across the street, Cordish should seek 24-hour (or near it) for that corner.

What other biz could go there that would work 24hour? 

- There are 24-hour barber/salons now for those who can't on weekends or weekdays
- There are 24-hour Apple stores out there
- A 24-hour Walgreens with 24-hour pharmacy

- How about a pachinko parlor and adult non-gambling gaming with P&L-oriented prizes?

Downtown may not be ready for it yet but is something to think about targeting.

That is by far, the strangest idea I've ever hear.  And I love it.

Seriously, what made you think of pachinko?!  It would be totally awesome though, I think pachinko is fun, although I like the older more mechanical ones than the new video kind.  KC is definitely NOT ready for a pachinko parlor, and too bad, it would be fantastic.

KC is ready for anything, as long as you:

- put it in a place where people already are
- offer liquor and/or something deep fried
- make it seem like a relative bargain

What's the local/state laws on non-gambling games that have prizes?  I would think pachinko would be legal if it restricts prizes to small items exclusive to P&L like free movie tickets, free Chipotle burritos or $10 P&L gift certificates.  The Plaza essentially does it with the duck races.

They could keep the kids/riffraff out by making it a 21+ place with drinks/coffee and a portion as a lounge setup.  Microsoft tabletop (Surface) social gaming would also be cool in such a place.

Cordish, you have my approval to use my idea with no royalty fees. :)

I'm pretty sure something like pachinko is illegal unless they get a gaming license.

(4) "Gambling", a person engages in "gambling" when he stakes or risks something of value upon the outcome of a contest of chance or a future contingent event not under his control or influence, upon an agreement or understanding that he will receive something of value in the event of a certain outcome. Gambling does not include bona fide business transactions valid under the law of contracts, including but not limited to contracts for the purchase or sale at a future date of securities or commodities, and agreements to compensate for loss caused by the happening of chance, including but not limited to contracts of indemnity or guaranty and life, health or accident insurance; nor does gambling include playing an amusement device that confers only an immediate right of replay not exchangeable for something of value. Gambling does not include any licensed activity, or persons participating in such games which are covered by sections 313.800 to 313.840, RSMo;

(12) "Something of value" means any money or property, any token, object or article exchangeable for money or property, or any form of credit or promise directly or indirectly contemplating transfer of money or property or of any interest therein or involving extension of a service, entertainment or a privilege of playing at a game or scheme without charge;

MRS 572.010

It is definitely risking something of value, and it wouldn't fall under "amusement device" since your prize is not more plays, but exchange of something of value. Anyone setting up such a venture would probably be shut down pretty quickly and would have to go through legal wrangling as the Gaming Commission comes up with a ruling on these machines.

That is some funny stuff.  I hadn't thought of that game in years.  When I was a kid my dad shipped back a pachinko machine from a business trip.  We played that darn thing for hours in our rec room.  If I still had it I would set it up on the corner and see what happens.  :lol:

Doesn't Chucky Cheeze still have those bowling like games where you try to get a ball in the target?  It spits out tickets and you turn them in for prizes.  What about those crane machines where it tries to pickup an item - it's hit or miss small 'gambling'.  What about bingo halls that give prizes?  I'm thinking of an adult version of Chucky Cheeze that servers booze/coffee, has adult table top bar games (Microsoft Surface) and pachinko.  The prizes would be valued $10 or less with P&L items rather than stuffed animals.  I'd bet if the prizes were structured right, it would be doable in MO without needing a gambling license.

Gambling does not include any licensed activity, or persons participating in such games which are covered by sections 313.800 to 313.840, RSMo;
I wonder what those exceptions are... Chucky Cheeze type gaming?

Church bingo. Charity groups having casino night.

I don't know how Chuck E. Cheese is allowed to give out prizes. My guess is the gaming commission simply doesn't enforce it against them since they are not really the target of the statute. There was a Missouri bill in 1999 to specifically carve out an exception for Chuck E. Cheese but it was never passed.
