Center field pavilion problem?

KMBC is reporting that the center field pavilion proposed by the Royals that will be used for post-game entertainment, concerts, etc. is being opposed by Jackson County Legislators as not part of the deal, with some rumors it could "kill the deal." They are claiming it was thrown in at the 11th hour. KMBC is probably blowing it out of proportion, but this is the first I've heard on it. Anyone else have any insight on this? They didn't really explain why the legislators were so bothered by it.

The team and the county missed their March 15 deadline to reach a development plan.  Where is AKP to scream bloody murder and talk about what a disaster this will be?  Oh yeah, it isn't downtown so his high standards of propriety and fiscal responsibility don't apply.

Legislators are probably just holding out for some more freebies.  Nothing can happen there without them getting something from it.
