San Diego has a very interesting plan that is similar to FOCUS but goes even further. It encourages multiple mixed-use neighborhood clusters of housing, jobs, schools, libraries, etc. - so that in theory you could do most of your daily business in the same neighborhood. Neighborhoods that are willing to take on additional density are given higher priority for infrastructure improvements and public transportation expansion. Rather just saying "gee we hope someone builds more mixed-use neighorhoods" they are actually backing it up with policy, zoning, and money.
