Many people would say that the new KC Fed location IS downtown, just not in the central business district, which is only one of several districts in the greater downtown area.

Maybe I was wrong. I used to make fun of Johnson Countians that I know who think the Plaza is part of downtown. Just by looking at the responses on this board I guess it's not so far fetched anymore.

Mayor Barnes defines "greater downtown" as everything from the Missouri River to the Plaza and State Line to Paseo. I personally think that is a stretch. Crown Center seems like a more appropriate southern boundary.
Definitions are very fluid anyway. For example, MARC defines the "urban core" as Vivion Road in the Northland all the way down to 63rd Street, including part of northeast Johnson County. That is definitely larger than the area most people think of when they hear "urban core".
