The city of Shawnee is working with a private developer on an incentive plan for redevelopment of the Westbrooke Village shopping center on the northeast corner of 75th and Quivira.

For the $113 million project, developers are seeking $25.3 million in financial incentives from the city. They include $19.7 in TIF financing and $5.6 million from a 1.5 percent Community Improvement District.

The mixed-use project, titled Westbrooke Green, plans to feature 108,500 square feet of high-end shops and restaurants, as well as 530 luxury residential units.

It will feature a community courtyard and a 20,000 square-foot specialty grocery store, such as Whole Foods, for example.

Apartment buildings will range from four to five stories.

Since details about the project have emerged, residents living close to the nearly-vacant shopping center have already started to express concern.

At a neighborhood meeting held about the Westbrooke project on Oct. 4 at the Shawnee Civic Centre, a few residents told the Dispatch they were unhappy the project included apartment buildings, they were alarmed by the heights of the buildings and they worried about an increase in traffic in the area.

A couple residents also mentioned they were against the city approving financial incentives for the massive project.

it will fail because NIMBY, they'll get sued, and it will happen anyway. wash, rinse, repeat, shawnee.

I emailed the mayor and my councilmen expressing support. I told them I'd rather they spend money incentivizing this than trying to build one more strip mall along the western end of Shawnee Mission Parkway.

Shawnee City Council has an extension on the agenda for tonight's meeting to allow the developer to postpone the demolition of the existing buildings. The TIF currently requires demolition of certain buildings by Oct. 1, 2018. The resolution would amend the TIF to postpone that date to August 1, 2019. Unknown if it passed, but I would assume it did. No word as to why the developer wants the extension, but I'm sure it isn't so they can make sure the existing trees on site are properly mature.

The Planning Commission will review the developer’s request to make major revisions to the plan at tomorrow night’s meeting. The original proposal was for 530 apartments, but that’s been scaled back to “up to” 343 units. They would also like to keep the old Dillon’s building and reuse it. Demolition of the northers portion of the property is complete or nearly so.

Mike Frizell is live-tweeting the meeting. Members of the planning commission were not pleased with the changes, but they voted to affirm that this plan remains consistent with the city’s comprehensive plan.

There was also substantial discussion about some orange awnings, if anyone needs help getting sleep tonight.
