Didn't find a page dedicated strictly to Parkville so I thought I'd start one...

Looking on the city's website recently I found a notice of public hearing for a new retail development to be located at the intersection of Highway 45 and Bell Rd. (This site was previously graded for development but plans fell through during the Recession.)

Plans call for a new strip-like retail center with a total of 33,400 square feet of retail in four buildings. One building is 15,000 sqf (maybe a drugstore?) and another looks to be the size of a drive thru fast food place. The project's developers are CBC Real Estate Group.

Another project in Parkville is the new 20,500 sqf business school/veteran's center being built at Park University's flagship campus in downtown Parkville. This project was made possible by a seven figure donation to the school and is being designed by Helix Architecture.

Kind of interesting. Across the street is the commons which has a CVS or Walgreens. Then attached to the pricechopper there are several strip stores that are vacant. I don't really see the point in building new ones.

empty doesn't mean it's available

the only way to do a full tear down is to let leases end.

there could be a lot of demand for space in the area that's not being provided.
or maybe it's priced too high and someone wants to come in and compete in the area

The commission agenda was posted for this project and it already has much neighborhood opposition. The concerns and comments are classic, suburban NIMBYism (traffic, noise, property values).

Please use this link and read the letters' concerns, I want to hear others comments and opinions on them. The letters start on page 21.

The letters aren't so much NIMBY but making points around decisions the community makes. There's points around walking to school in the letters. How is that nimby?

The very first letter actually made a very good point, one I often bring up. The city's master plan says no development. If the master plan isn't what's done why bother making one? The guy quoted an actual real estate agent! He looked for traffic studies, one hasn't been done apparently. This communications professor sure knew how to make the case to me in saying that approving this would ignore following what the city says would be done and finding out what impact the project would have on the area.

The big one to me is master plans need to start becoming the guide. Too much of our bad development comes from putting together a great looking plan, people comment on it positively, the city sees support, moves ahead and then it's ignored. We see this over and over again.

True, true. Good points, flyingember.

I admittedly skimmed those before posting because I wanted to get them out there for other opinions before tonight's meeting.

After reading further into the letters, it does sound like a more quality plan should be desired and requested by area residents.

At last Tuesday's meeting the application was sent to the Board of Aldermen with a recommendation of rezoning.

However, the preliminary development plan was continued due to (to put it short) incompletions. Incompletions being such as not having submitted the traffic study, no landscape plan, no elevations or cross-sections, etc. The representatives of the developers, in explanation of the lack of elevations, did say they are still unsure of who the tenants will be at this time.

It appears as if this development will go through, but it is yet to reach its final form.

As an update, the previously mentioned new retail development at Bell Road and Highway 45 was approved. I have no knowledge of tenants or start/completion dates.

Additionally, Parkville has approved of a new two story, 46 unit luxury apartment building at the southeast corner of Highway 9 and Clark Ave. Dubbed Lake Pointe Lodge, the developer of the project is Kevin Green Homes and the architect is NSPJ. The developer wants to move as fast as possible with this project, however it is unlikely any movement or site clearing will occur until November due to environmental protections for potential bat habits.

This project is significant for Parkville as no new construction class A apartments have been built in the city in at least 10 or 15 years.

The developer/architect plan to use high quality materials/construction similar to the apartments at Burlington Creek. The plans and elevations for the project are linked below. IMO, I think the project looks very nice and will be a good transition from the high traffic HW 9 and commercial development across the it to the single family residential subdivision behind the project.

That's amazing, I always enjoyed growing up there, from what I remember they were very anti new development. I wonder if the Kansas City part of the park hill school district will get new development, or if Parkville will allow a lot more.

The Creekside Development project is imperative for the sustainable growth of Parkville and for the city’s future. The project includes residential, mixed-use residential, commercial and industrial developments on nearly 300 acres of vacant land at the intersection of Interstate 435 and Missouri 45.

The facts of the project are clear and the benefits are real. The Mayor and the Board of Aldermen are entrusted with ensuring Parkville continues to move forward. As stewards of the city’s master plan developed in 2009, they have an obligation to bring this vision to life. The Creekside Development meets and exceeds each aspect of that plan.

Project Features

The project development will feature:

215 single-family homes

272 townhomes

366 apartments

184,700 square feet of restaurant and retail space

38,000 square feet of public green space with walking trails

Six tournament-quality youth baseball fields

4 hotels, each operated by a reputable hotel brand

29 industrial lots

The Creekside development will be configured into five sections:

The Meadows at Creekside on the southeast corner includes single-family homes, townhomes and apartments.

Old Town at Creekside on the southeast corner includes a hotel, apartments, retail and restaurant space as well as public green space.

Creekside Commons on the northwest corner includes three hotels, retail and restaurant space, apartments, office space and the baseball fields.

The Woods at Creekside/Creekside Village on the northwest corner includes single-family homes and townhomes.

Creekside Industrial on the southwest corner includes 29 industrial lots.

Baseball Fields

Creekside will be home to six innovatively designed competitive baseball fields. The infields utilize turf while the outfields feature pristine greens. All fields have adjustable base paths and fencing to allow for all age groups. The baseball complex will bring first-class traveling youth baseball clubs and their families to Parkville for multiple-day trips.

The baseball fields will be modeled after a development in Westfield, Indiana, called Grand Park Sports Campus. We encourage you to visit www.grandpark.org to see a similar project firsthand.

Finances

This project is money well spent. The city of Parkville will benefit greatly from the development. The total investment for the project is $335 million. The development team is investing more than $300 million in Creekside and in Parkville’s future. They are taking the risk, not the city or its taxpayers.

There will be no upfront costs to the city or taxing jurisdictions, and no city-backed bonds will be used for this development. The project will relieve a $430,000 annual burden on the city – currently Parkville is obligated to pay $430,000 per year for Neighborhood Improvement District bonds on the 70 acres of land in the southeast corner.

Park Hill schools will receive a net benefit of more than $4 million for the incentive investment.

The City of Parkville and Platte County will receive more than $550,000 ($1.1 million total) in new sales tax revenues annually during the TIF term. All in all, the city and other local taxing jurisdictions will receive more than $6.9 million annually in property, sales and hotel occupancy taxes after the TIF term.

Think of someone who is heading towards Kansas and their flight gets in at 1am. Picking the closest hotel on your path is super common.

Was walking around English Landing Park and through DT Parkville when I noticed a sign in a corner storefront for FuD vegan deli/diner.

Sure enough, looks like the rebirth of the former Westside vegan eatery up north(west), with more of a focus on deli/sandwiches and ice cream. Exciting!

BBQ a Place on lot 4 of Old Time at Creekside. Also a Gas Station and Fast Food Chain coming but not who yet. Also on lot 3 Johnny's Tavern,Anytime Fitness and Scooters.
