Bike parking has got to be one of the dumbest regulations in this city, and there are many to compete with.

Nearly every pro biking group I can find promotes bike parking. I would say you're firmly on the absurdly wrong side of this. Some groups say there's a bike parking shortage.
One clear impediment to bicycle use, however, is that most cities lack sufficient safe and convenient bicycle parking. Just as drivers need easy, secure parking, so do bicyclists.

I was really lucky last year. At my office, we were able to share a locked bike room in the parking garage. It even had lockers. Now, the garage is under renovation, and no one knows if we'll get our room back. In the meantime, I don't want to leave my cherished bike exposed. I've seen too many bikes in the area chained to bike racks or street signs, that have been stripped.

Since cyclists need to know ahead of time where they'll be able to park their bikes, they can take advantage of mobile apps and real-time online maps of available locations. In the D.C. region, BikeArlington created RackSpotter, an interactive map of facilities in the area.

I've never had a problem finding a place to park a bike in KC. But maybe you're right. Can you provide any supporting info or details?

It finally opened for me, but the PDF is a bit quirky.
So... I was assuming east side of the street. Based on the map, Is this going to do away with the coffeehouse and Char Bar? Seems odd.

This project is goofy.
Tear down buildings and for new construction and still leave the ugly surface lot to the north.
Saving that 1/2 block walk to Kelly's means everything!

It's about who owns the lot. I see this all the time in DC too. Maybe the surface lot is not for sale. Who knows. I guess I would get the backlash if they were proposing to tear down a historic 12 story building like what has been proposed on the plaza a couple of times. I live in the neighborhood and I think it's a good project. I also think it would be a shame to lose Greenroom, the coffeehouse and Char Bar.
I'm conflicted. I hear you about the lot being for sale - I just can't see what benefit anyone is getting from the lot to the North of the Westport Coffeehouse. Would be a great spot for a project like this. That corner sucks.

There was a plan announced back in 2002 to develop that parking lot on the SW corner of 40th and Pennsylvania. Nothing ever happened, and then came the economic crash of 2008.

Steve Block, a senior vice president of Block & Co. Inc., said he hopes to build 28 units at 40th Street and Pennsylvania Avenue. The site is down the street from the Mill Street Station shopping center, which Block helped develop.
Block said his plans were preliminary and said he'll need a zoning change and approval from Marsh's Sun Fresh, which anchors Mill Street Station.
