but you can't go to the level of a specific business model or actions. You do it based on type of business in general. And Hooters is a restaurant with a specific dress code. That's not something you can act on since that's a moral choice and not a compliance choice. Banning businesses just because they target men with the dress code is disallowed because gender is a protected class. It has to be more than that. Would you ban a Victoria's Secret from a mall because you don't like photos of women in underwear? You can't and that's far beyond what Hooters shows.
If there's a definition for a type of business that makes it distinct it can be banned in certain zoning types. Like nude modeling is banned in residential areas.
If Hooters was a topless restaurant that would be something to control on and keep it out of a neighborhood. The type of aspects, like running a rooftop patio is another to control on. That's compliance with noise independent of the business model.
