I don't get the connection between teardowns and rentals. The condemned houses on the east side that are being bulldozed haven't been legally occupied for years to be in the state they are. Why single out rentals instead of having a fee and inspection for every house? And slumlords will just let a house sit before jumping through hoops to alllow for rental. Thus, more abandoned properties.
