When faced with budget problems they are an alternative. On a hot day people want water. That's why many fountains around the city are utilized as a way to cool off. City doesn't allow it but it still happens.
Swimming pools are just not high on the city's priority list mainly because there isn't a demand expressed by many of the city's citizens. Express the demand in large numbers and they will get built and staffed.
