A lot of experts cite the creation of the Interstate Highway System as also contributing to the hastening of urban sprawl. But it all really started with the automobile. Even the streetcars contributed to some degree before the automobile had widespread ownership.
Many streetcar lines were constructed by real estate developers who wanted to bring people to their cheap land on the edge of the city.

Guess the Mafia started out in the rural areas of Long Island, and so on. Now, if you mean getting away from crime then yes. But you never actually get away from it, just lessen your chances of being exposed to it.

Crime leads to sprawl (spreading out) and Sprawl causes crime (the more you spread out, the worse the center gets)
