1,143 permits were issued in July. This has to be the first time in decades that KCMO had this many permits issued.

It is a building permit for a contracter to build the house. You need a permit to construct a house, to not live in it. In this case they are talking about single family permits, which are for detached houses mean to hold one family. Likewise, a multifamily permit would be for something like apartments, condos, townhouses, etc.
