Obviously a publicity stunt. I don't want to see billions of taxpayer money spent on either highway when we should be investing in rail (freight and passenger), but with that said I-44 carries more freight than 70 across the state.

I have not heard that access to I-70 from HOA would be eliminated? That would just end up with trucks exiting on some other loop exit and going through loop surface streets to get to HOA and NKC industrial areas adjoining Burlington.
