One of the reasons I think 39th is clearly a better option than 31st/Linwood is that it would be the quickest and easiest way to get KCK on board. the end goal is of course to increase taxes with new development. 31st has way more opportunities than 39th. i was thinking the same thing. 39th has a strong retail presence in midtown and by KUMed, but heading east its pretty narrow, residential and limited. 31st on the other hand is a wide street...
