This is up to five duplexes going up. Looks like it will hold 10-12. They have one bad aspect, there's no entry off the street for the ones I saw off the west side and the east side is above a retaining wall. So there's no street focus at all. 1940 census was 3.75 people per family today it's 2.5 So it was 1.5x higher then. http://www.census.gov/population/socdemo/hh-fam/tabHH-6.pdf 194,000 times 1.5 and you get 291,000 even adjusting for family size the urban core is notably less dense in 1900 only 33% of the population was under age 15....

obviously height is expensive. and one thing the downtown area needs is lower cost places to live than a tall tower.
