I would think the place would be filled up with people who work for Hallmark, Crown Center, the hospitals, or the Federal Reserve Bank.

What used to be where the newer Founders buildings are?  Was it empty lots or were their buildings that were razed to make room? So like an expanded Medicaid without regard to age ? How do you determine if someone "cannot afford" health insurance. Medicaid has no limits on age.  It is state-based health insurance for low-income people, pregnant women, children, a few very low income seniors who are also on Medicare...
