I think I have been on 50-75% of the college campuses in Missouri (there's a lot of colleges) and they're all that kind of mess. nearly every campus is landlocked inside a town and they all grow as strangely organic as you can imagine where they have to put buildings where they fit.

A business license is $25 minimum. So if it's really $12.50 that's a discounted rate.

They need to find places that have regulation but aren't crazy difficult that they can point to in other cities. They're likely hedging their bets that KC will be one of the tougher one.
But if they're wrong all it would take is NYC or LA coming up with much stricter and they're really hurting.

The downtown streetcar TDD already covers the port authority project so I don't see more property taxes working. Track is at ~40 million per mile.
