It is not guaranteed that an arena that is privately managed will break even. There are many that are not. In fact no contracts will guarantee a break-even situation. With regards to the ticket surcharge it is just like the current User Fee charged and collected at Kemper and the Convention Center. The car rental tax was to go to the Convention Center for operating purposes.
All taxes, before they are voted on locally, have to be approved by the State.

St. Louis has its Convention Center and its dome connected and they compliment themselves quite well. KC would have the same with the arena and convention center, if an arena is built.

Kemper has outlived it's usefullness in most people's opinion. I'm not sure if Kemper has cost us concerts or not, I don't set them up. If you want to know how many tickets were sold to the NHL exhibition game all you have to do is inquire with the City has to the User Fee collected for the game. The City collects $1.00 for each ticket sold. I believe you will find out the amount is quite a bit less than the arena's capacity for hoc...
